Does anyone know what it means if pages of a citation are in brackets, like in this citation: Böhr: Der Besuch von Feuerländern am Bord S.M.S. Hansa. Zeitschrift für Ethnologie (Verhandlungen); Bd. XIII, S. (30)-(31). Berlin 1881. Nothing important, I am just curious.

The UN now published the Human Development Report 2003. The report is warning, that since the 90's, 21 countries experienced declines in life-expectancy, education and income per person, some of them drastically. The UN sees a worldwide "Development Crisis". For a short overview I recommend reading this Press Release. The whole report and further press releases are also available. You may also wan't to take a look at the country specific data and the Human Development Index, ranging from Sierra Leone to Norway.
