The Arquilla and Ronfeldt text was the work that all contributors to the memefest project were asked to comment on in some way so the reference was throughout the website and probably didn't require further citation in the list of references since every visitor to the site had access to it.

One would hope that an MA thesis would be able to pursue a topic in more detail than a paper that had a word limit imposed on it so this doesn't seem like much of a criticism.
